Karl Morgenthau was the son of a Swiss Ambassador who died on a diplomatic mission to Latvia. After his father's death he decided that borders and flags were the problem and he must do something about them. Namely smash them.

Deciding against the name "Border-Smasher," Karl settled on the codename Flag-Smasher instead. Even donning a black cape and cowl and arming himself with a high-tech spiked mace and a set of jet-powered skis (hey, he's Swiss...), Karl knew he needed help. Thusly he founded a new organization based around his nation-less ideals.

So, in an effort to destroy Nationalism and unite the world under one government without all those colorful and upsetting flags, Karl created U.L.T.I.M.A.T.U.M. -- the Underground Liberated Totally Integrated Mobile Army To Unite Mankind. Yeah, he just wanted something to fit that clumsy acronym.

All U.L.T.I.M.A.T.U.M. solders that weren't Flag-Smasher got outfitted in this black and white "faceless goon" uniform, with a jaunty beret just to add a bit of whimsy. Whimsy to go along with their violent terroristic activities. Hijackings, hostage-taking, bombings, murder...all tools U.L.T.I.M.A.T.U.M. was more than willing to use to help bring down, well, every government on Earth. Luckily Captain America, who clearly really likes his flags, was around to stop these goons at every turn.

Unfortunately their heavy armaments, their zealotry to their cause, and their sheer numbers, made fighting them a tough job. In an early encounter against U.L.T.I.M.A.T.U.M., Cap was forced to use one of their own machine guns to kill one of their rank in an effort to save endangered hostages. For a man who made great efforts to not use deadly force after WWII, this was a huge blow to Cap's sense of ethics. And no amount of jaunty berets can cheer up a mopey Captain America.

It eventually turned out that Red Skull was secretly funding U.L.T.I.M.A.T.U.M., unbeknownst to even Flag-Smasher.
