Wow! She's hot!
I took some artistic liberty in her design. I let her hair a little looser and I changed her costume while keeping its most basic elements present.

Physical Changes I made:
I let her hair looser. I made her dragon talons sharper and added elbow horns. I forgot her tattoo, but only noticed now. I decided the boney dragon scales on the forearms would be great conduction plates to release dragon fire too.

Costume changes I made:
Originally she has whiteish baggy pants. I changed the pants to chaps hooked up to a thong. Her tube top was originally grey bandage wrapping. I thought I'd make it a rubbery match to the thong. I also changed the colour of her hair wrap from green to red to compliment her outfit. I omitted her scarf.

Painting:
I used my old original hair-colouring technique because I'm happy with it. But I also used a completely different colouring method for her skin and chaps. I'm rather pleased with the results, but I'll need to practice more. Still, this experiment marks a major advancement in my painting. Although her skin turned out quite well, I still feel like the picture is flat. I'll be looking to better my texturing and better understand my anime facial structures in 3 dimensions.
The painting in this illustration blends my old paint technique and my new experiment. Both have advantages and disadvantages that I'll try to work around and find a compromise which should result in a more three dimensional image.

I decided to try something crazy with the flames. I wanted to blend stylized hotrod flames with realistic ones and the result is pretty interesting. It turned out better than I assumed.

Line work:
As always, I'm too much in a hurry to do any inking so I just paint my pencils. I'm actually quite happy with her anatomically, except for her feet which I put no effort into making right. I'm actually disapointed in her talons. I find they look far too "drawn" and they break the realism of the image. They just don't blend and I should probably have changed their design to fit better with my style of "creature effects".

I look at the amount of detail in the lineart and it's comparable to a lot of professional manga, however, it feels like it is still plain to me. I feel there should be more detail.
The fabric of her pants drapes as I imagined it but I've noticed that I need to work harder on cloth in general. Once more, to paint it well to show the folds, tightness, and texture.

What I really want to add more depth to is the lineart of the hair I draw. I've always had difficulty with hair and all the tutorials in the world don't help me. I must have read at least 2 dozen. I will be carefully examining hair in manga to improve my own.

Notes for the curious:
No, her right hip is not on fire. The flame is coming off her right hand, which is behind the hip. But she is hot so imagine what you will. I also needed to put that section of flame in that location to complete the crescent moon design of the fire.

The purple blobs behind her are rock formations or mountains. They're there because they're fancier than a plain base colour backdrop. I'm not known to make backgrounds. It's my personality to do things quickly for the sake of finishing. Otherwise I'd keep knocking on the imperferctions and going crazy.

Programs:
All done in Photoshop.

*peers at it more closely* Really like how you used purple in the shading... gives it a more realistic look. And geeze, those folds in the pants are incredible!
I didn't realise you missed the tattoo either...
Loving the red sheen to her hair... I so do love dark red. You made her look so hot, too... Thanks again!

I haven't seen the origional design, but I think if you kept the baggy pants and had a thong underneath, it would look tight. I like the piece over all, but I think it is just a bit revealing. Cool though.
