The third desigh for this year's CDC!Say hello to the mad genius that is Dr Von Victor Balloon Head!
He was just a regular doctor until one day while operating on a patient his head unexpectedly turned into a balloon! Due to the heluim in his new head he went insane became evil! He also adopted a greman accent even though he's not greman!
