You know there's several different types of love, right? Motherly love, fatherly love, family love...Not just romantic love. If siblings sharing a strong bond like Elsa and Anna is incest, then they're the child-friendly lesbian-version of Cersei and Jaime Lannister.
As long as they're not kissing (on the mouth) and screwing each other, it's not incest. It should be common sense that it's not, actually.
