i think i get it.. kinda! okk so harry probably had his normal near death experience like in deathly hollows when voldie kills him but he doesnt die ...so when he sees draco all crying and stuff he says that probably because hes really up close and remember how he used to do his hair when he was younger?? and so draco is bound to get all defensive because he doesnt like it when they make fun of his appearance... ta da!!

I think the artist just exaggerated draco's response to make it more funny by having him say "i've hidden it already! (meaning his forehead)" and crying because it still didn't cover up the fact that harry thought he had a huge forehead? that is my guess.
