Plot- Cat's Eye's latest heist (stealing one of their father's paintings from a privately owned super-yacht during a charity event) is complicated when the terrorist group Cobra hijacks the ship and takes the guests hostage.

The Action Hero= Kisugi Hitomi (Cat's Eye). Hitomi had successfully gotten into the vault where the painting was stored when Cobra struck. Now it's up to her to stop Cobra, save the hostages and get away with the painting.

The Hostages=

Kisugi Rui (Cat's Eye) Hitomi's elder sister. She and Ai had infiltrated the ship to provide a diversion when Cobra took over. Now she quietly works to aid her sister.

Kisugi Ai (Cat's Eye) Rui and Hitomi's younger sister. Ai has brought along some gadgets with her that may prove useful in stopping the terrorists.

Jeff Tracey (Thunderbirds). A billionaire ex-astronaut and founder of International Rescue. He bides his time and looks for an opportunity to act while keeping the other hostages calm.

Asatani Mitsuko (Cat's Eye) A police officer assigned to help bring in Cat's Eye. She finds herself completely unprepared for what occurs.

Matt Trakker (M.A.S.K.) A billionaire philanthropist and leader of M.A.S.K. (Mobile Armoured Strike Kommand). When Cobra attacks he attempts to contact his team but finds his attempts blocked by a jamming field. Although concerned about his son Scott, he nonetheless looks for a way to help thwart Cobra.

Scott Trakker (M.A.S.K.) Matt's son who came with him for what he thought would be a boring time. How wrong he was.

Bruce Sato (M.A.S.K.) Matt's best friend and fellow M.A.S.K. agent. Sato soon realizes that there is more to the Kisugi sisters than meets the eye.

The Mastermind= Cobra Commander (GI Joe: A Real American Hero). Leader of the terrorist group Cobra. He is supremely confident that this time nothing will go wrong.

The Hijackers/kidnappers=

Iron Jaw (Public domain) A ruthless criminal who works as hired muscle for anyone who pays him. He possesses great strength and a bionic jaw capable of crushing concrete blocks.

Destro (GI Joe: A Real American Hero) An arms dealer who frequently works with Cobra. Knowing how much money they stand to make on this caper he has come along to make sure Cobra Commander doesn't mess it up.

Vanessa Warfield (M.A.S.K.) With V.E.N.O.M. (Vicious Evil Network Of Mayhem) currently laying low, Vanessa decides to do some freelance work for Cobra. Her Whip mask makes her a formidable foe.

Darrius Rampike (Thunder in Paradise). Another freelancer hired by Cobra Commander. He's a capable leader but his rivalry with Iron Jaw may cause problems.

Cobra Troopers (GI Joe: A Real American Hero). Cobra's rank and file soldiers.

The Vehicle/Location= Super-yacht. Anchored off the coast of Tokyo, this massive vessel belonging to a reclusive billionaire was being used to host a charity event.

The Police/FBI=

Utsumi Toshio (Cat's Eye) Assigned to bring in Cat's Eye, Toshio was circling the ship in a police boat which was unceremoniously sunk. Making it back to shore he realizes that arresting Cat's Eye must take a back seat to saving the hostages.

Boss (Cat's Eye) Toshio's long-suffering superior. The stress of this latest incident may cause him to finally crack up.

Duke (GI Joe: A Real American Hero) Field commander of the GI Joe team. He is quick to respond when he learns of Cobra's latest scheme.

Flint (GI Joe: A Real American Hero) Chief Warrant Officer for the GI Joe team. His plans to save the hostages have a wrench thrown into them when a well-meaning police officer (Toshio) tries to help
