3 steps:
1. OBSERVE
2. start with simplicity
3. practice
I used to not believe in the saying "Practice makes perfect", but it does work... a bit.

This is were I have my problem then.
Observe.
I have no one to watch draw sadly but one week a year, sometimes more, in which I see my cousin Morgaine on vacation, and even then, it's not much.
For simplicity, I don't know what simple is.
I've seen so many levels of drawing, so many types.
I really just have not a clue what simple in the art world is, let alone simplicity.
The practice part I have though, I'm pretty good at that most of the time.

No, by observe I mean look at other people's drawings. Look at why you like it, look at what makes it (the drawing) work. You need to first identify what makes good art good and different from the norm. Was it the way they colored it? Was it the way they drew the lines, the placement of the lines? etc. Right here on deviantART is an excellent place to look at great artwork! You need to realize what abundant resources you have here.
Simplicity means just the basics. If you want to draw people, start with proportions and body parts. Then move onto face and facial expressions, then later you can practice clothes and other details. Here is an example of a very simple manga girl headshot drawing: [link]

(it may look sophisticated but notice how the shading and lines are really just rough, quick sketches)
Just begin drawing with contour lines (simple outlines), like this: [link] or this: [link]
Really just outlining the object. No details (in both the coffee mug and apple the drawers have omitted a lot of details. No shading, no detailed skin marks on the apple's skin, no details in the apple's stem, either. Just the outline of the object). This is the simplicity we're talking about.
Lastly, as you practice, you can add more and more details in your drawings. You can also set a primary goal for each drawing, for example, "in this drawing I want to practice the drapery in clothes", or "in this painting I was aiming to practice shading and color tones", etc. etc.
