So, basically Sylvie is a witch and needs vitality (usually but not always from human children), because with out it she insta-ages. But the way her age is shown isn't by rapidly turning into an old woman, and therefore into dust. She starts to break like she's made of porcelain, so when the Powerpuffs keep stopping her from getting what she needs, they're basically killing her. Who knows, maybe she'll actually die in one of the episodes. U_U
