It's Ed from Full Metal Alchemist. I was fighting with this for a couple days before he finaly desided to settle down and let me finish something. I guess settling must have depressed him, because he looks very whistful...Ed and FMA belong to their respective creator who I cannot remember off the top of my head.
The drawing belongs to ME and to Black Pidgeot for whom it was drawn. Do not color, alter in any form, or redistribute etc if you are not one of the two of us. We will transmute you. It will not be pleasent.
