There are heaps of tutorials that show you how to make them.
First of all, you'll need a program to actually draw the emote. Examples are Microsoft Paint, Photoshop, GIMP.. there's more but.. can't be stuffed.
Then you need an animator to animate the emote. There's a program called unFREEZE that you download for free and that can animate anything. There's also Photoshop and GIMP as well.. and this other Adobe product.
