Yeah, it is curled up though. But I don't know how to draw hair, do you have any tutorials or tips for that kind of thing?

Well if you use Photoshop [what I use] I would use the smudge tool and smudge it down and over... Like use it at maybe 75 strength. And if you reset your brushes, there should be a speckle brush that it's like 14px. If you change that to 12 and use it at 75 strength, that should work... Just smudge it down and put it over like how the tail is moving... I think. xD If I make any sense lol
