Well.... It's a big universe, and he probably just used alien creatures of all kinds to make his experiments. It's probably a coincidence that this guy ended up looking like a Pachycephalosaur. Oh maybe Jumba is really really old!

Well maybe he could have found dinosaurs is stasis that where abducted by ancient aliens millions of years ago or maybe he got the DNA from mosquitoes in amber.
