Hello! First of, this is a great piece, all the Hetalia love is spread <3
Vision: I like your idea about this! Although I didn't really feel it fit together with Russia in the background like that.
Originality: Aren't your characters, which is fine, but I felt having Russia KOL in the background like that was used a lot. Try something different maybe? (Although I can't think of anything either...)
Technique: The anatomy is very good, just some minor things like Spain's hand. I think the shading is too jaggy, like a cross between cell shading and using a blur tool. Also, Belgium's eyes are much different than Spain's. which I thought stood out too much. Your color choices are very good though, and your fingers are good. Just a minor thing in my opinion, the background was somewhat plain. Try making it brighter in my opinion.
Impact: I liked it a lot, but I felt something was missing.
Overall, this is a splendid piece! Keep improving and drawing!
