Description so yeah i made a basic tutorial for glitter cos why not 

this is a pretty easy way to do it but i'm sure there are probably a lot of other better ways but yeah feel free to use i think it turns out pretty good 

you can probs do this in other programs as well so long as they have like a layer option where you can make it luminescent and another thing to lock the layer in SAI turn on "preserve opacity" there should be an option for it above your layers ^^

I found that using the paper brush instead of marker for the dots is very useful too. Instead of doing dots individually with marker, paper brush scatters dots as you draw. For what I was doing, I used size 16 for the darker dots, and size 4 for the white dots, which scatters the white dots a bit further apart than the darker colored sparkles. Try it out! Paper brush will make dots generally the same size so you can always use marker to add in your own individual larger dots among the papered dots. I myself like just the papered dots by themselves though.

No problem, I hope it works for you! For certain glitter effects, you can always add larger marker glitter dots among the papered dots as well and won't require as many.
