I know Chibi Chibi is Sailor Cosmos in the manga, but the 90s anime had her being Galaxia's daughter born from her Sailor Crystal and I went with that storyline. Still I haven't forgotten her home world in the Sagittarius Alpha Galaxy. In my BSSM fan-fic, she is known as Miharu Cho<3About the Character<3

Backstory: When Sailor Galaxia defeated Sailor Chaos in the first Sailor Wars with the Millennium Senshi, she sealed Chaos inside her own body. However upon realizing that Chaos could take over her body someday, she sent her Sapphire Crystal away to find someone who will love and cherish it as her own. The crystal became Chibi Chibi and she found that someone in Usagi. She became known to the Starlights as the Light of Hope, who they thought was their only chance to find their princess and beat Sailor Galaxia.
When the situation became dire with Sailor Galaxia taking the sailor crystals of Princess Fireball, the inner senshi, and the outer senshi, she came close to taking away Sailor Moon's Silver Crystal. Chibi Chibi prevented it by using her powers as the Light of Hope. Despite warning Usagi as Princess Serenity to use the Sword of Sealing to seal Galaxia away, she refused knowing what could happen and with that Chaos Galaxia took advantage of her. Still Usagi didn't give up and was able to save her from Chaos's influence. Galaxia asks Eternal Sailor Moon for a favor in helping her out with Chaos. Fearing that she could be a future threat for Millenia to come, both Moon and Galaxia takes her to the dark recesses of the Galaxy Cauldron in the Sagittarius Zero Star Galaxy and imprison her there. Before leaving for Earth, Chaos swore to return constantly as part of her revenge. Afterwards Galaxia returned home with Chibi Chibi(her daughter).
Centuries later, Chibi Chibi returns to assist Chibiusa(now Usagiko) and her friends along with Sailor Earth and her team. In this form, she is known as Miharu Cho(Hard Working Butterfly). As a part of the deal between Queen Calliope and Neo Queen Serenity, she is to have a normal life.
Senshi Form:
Sailor Chibi Chibi(2-5): Touching Sailor Moon's Eternal Tiare, she transforms into Sailor Chibi Chibi. It's there she uses her abilities to strengthen Sailor Moon's powers to use her more powerful attack. This form is similar to Sailor Moon's Eternal form.
Sailor Neo Galaxia(14-16, unseen):After taking some time off from Earth to train with her mother, Miharu is mature enough to help Usagiko and her team
*Galaxia Heart Power, Make Up: Given her own brooch and Tourmaline Crystal, Miharu transforms into Sailor Neo Galaxia. While her sailor form is similar to her Chibi Chibi form when she was on Earth as Sailor Chibi Chibi, she gained her mother's armor sleeve with pink crystals on it. She has a creamy-pink circle brooch in the middle of her bow. In this form, she is given the Star Seed Wand.
*Star Heart Smash: Using the Star Seed wand, Sailor Star Seed conjures up hearts and hurdles down like asteroids.
*Star Storms: Her more powerful attack which a combination of Stars and hearts are gathered in a storm and crashes down on the enemy.
Supreme Galaxia(17-19): Her more powerful form. She is given a locket similar to Galaxia's own, except hers has a pink heart in the middle.
*Supreme Galaxia Power, Make up: Miharu transforms into Supreme Star Seed. She has star like gems on her brooch and belt gem. She gains the Love and Protection Staff
*Supreme Love Storm: Using the staff, Supreme Star Seed calls forth an unlimited form of hearts and have them crash down to the enemy in a fast pace.
*Love's Protection: Using the staff, Supreme Star Seed calls forth a barrier of hearts to protect herself and those she wishes to protect
Ultimate Galaxia(21-24): 600 years into the future, Miharu senses the greatest evil of all time descending upon Earth. Upon hearing about the deaths of the Cosmic senshi, her newfound friends and Neo Queen Serenity(as Sailor Cosmos) planning to run away from Sailor Chaos, she informed Kohaku and her friends to return home at once. She grabbed her brooch one last time to help assist in the fight. This time Galaxia is going with her to stop Chaos having recognized the evil senshi from Millenia ago.
*Ultimate Galaxia Power, Make Up: Miharu transforms into her final form as Galatea Star Seed. She has an armor-like light blue dress with blue underskirt. Her bow changes to red wings with a pink locket. She has functional red angel wings on her back. She gains the Sword of Sealing.
*Royal Stars, Attack: In her ultimate form, Ultimate Galaxia raises her sword to call upon the powers of the deceased senshi and use it to attack Chaos to weaken her.
*Sealing Ritual: Using the sword, she conjures up a spell meant to seal Sailor Chaos away permanently. Just before she could use it's powers, Chaos attacks her and renders her unconscious.
Royal Forms
Princess Luciana: Miharu's princess form. She has a similar dress to her mother, except it's creamy pink. She only uses this form when she needs extra powers unavailable to her senshi form.
Queen Luciana: Miharu's queen form when she becomes Queen of Galaxia in the Sagittarius.
