In this picture, it would certainly appear that RD and Fluttershy are gay. I fail to see why this would be a problem.

However, if you are referring to the artist, then I assure you that one does not have to be gay to draw art featuring gay people and/or ponies. It would be unfair to make any assumption about their sexuality, gay or straight, based on what they draw.
