Well, I found this a little while ago, and thought I'd give it a shot. I actually only remembered about it a couple day ago, and so have been working on it.This template is found here translated by PIXIV from this .
I'll tell you now, I had a ball 
1) Normal - yup, does exactly what it says on the tin
2) Good-looking - when is he not? xD But the Egyptian style looks awesome on him
3) Cute - Yeah, I made him 16 again. So sue me
4) Chibi - and I'll have you know, that's only the second time I've drawn a proper chibi. I reeeeeally don't like drawing them
5) Surreal - .....yeah, speaks for itself really. Wally snapped.
6) Another artist's style - Ah! Now! If you don't recognize the style you deserve a Gibbs-slap. Like, a massive one. I tried to have a go at Neurquadic 's style, simply because...IT'SAWESOME!
I really hope I did it justice...drawing in someone else's style is HARDDDD, so I hope it came out alright. Tbh, if you didn't recognize the style then you could blame on me butchering it xD
ANYWAY I hope you like the smexiness that is Wally!

Because I base my Wally off of concept sketches done by Carmine Infantino, the original creator of Wally West's Flash. In those some of them had darker skin and longer hair, which I really liked. So I use them.

It wasn't a program as such...basically, I used this: [link] to make the animation by adding all the separate frames I drew together, and then I used this: [link] to get it below the 15kb it had to be for DA.
