Edit: Well, I thought it would be a while before anyone got who this was, but right off the bat, first comment I had from ~nanami345 got the right answer. Cookie for the lovely Ri-chan!
Suffice to say he's a warrior of Suzaku and has an odd habit of putting 'no da' on the end of nearly everything he says. Having said those clues, I'm making this waaaaaay too easy

He's Chichiri from the Fushigi Yuugi manga...he's my all-time favorite character in it, because he's just so damn adorable
