He does look a lot like one particularly in this drawing with the fangs, Red eyes, and Silver hair, though my guess is that he's either human or something new.
I'm not sure we're going to revisit the Manaketes outside of the Divine Dragons again.

the slight ear notches in his portrait sprite kinda confuse me, but yeah i think he's mostly human
