The name was popularized by Mouvement Harpitanya, a left-wing political group in Aosta Valley in 1970s.
Now, it indicates a common cultural heritage and the regional identity beyond linguistic limitations.
Arpitania is trying to get recognition as an Euroregion, but is not really considered as a "nation" or a "country".
However there are some people who insist it is a "Nacion sen Etat" - Nation without State.
It covers Arpitan and Franco-Provencal speaking parts of France, Italy and Switzerland.
They have several flags for their union:

Grande Arpitania
Savoy Arpitans
Mouvement Harpitanya

I like this one, but maybe change the "black" to "green" or another color. Black makes it look a bit NS for my taste.
