I was hoping someone asked. It's one of the many enemies from the Japan-only game Mother 3. One of the variants on the main-henchmen, the Pigmasks, the one in my icon is a "Navy SQUEAL" (a parody of Navy SEALs). The naming was just too awesome to ignore.

They're definitely the funniest pigmasks too, if they get low on health they'll sometimes decide to go on a paid vacation and run away.
