It’s never enough
Before Flowey had gone crazy over the reset button, we all know he’s only trying to feel something again, so I think Sans at one point had try to help him out, as Flowey would try and interact with everyone, and he wasn’t spamming with the timelines at that moment so Sans didn’t really notice the changes back then.
So here is my fantasansies: Flowey probably would have demanded love and affections from Sans while trying to feel that love, but of course without a SOUL Flowey can’t feel it. Flowey maybe didn’t want to give up and continue to take the love but didn’t return anything (since he can’t), Sans, probably had his head over heels for the little flower at that time, just keep feeding him the affections that he wanted.
Flowey, started to feel like he’s wasting time, reset again and Sans started to notice the changes.
