I'm going to Fangirl Hell for this one, It's Chibi Silver dressed up as the Once-ler from the Lorax movie. Why? Well, after listening to "How Bad Can I Be?" Over a millions times, it had to be done. Not to mention I believe that the Once-ler actually could be somewhat like Silver. I like the idea of him turning from an innocent, naive hedgie into a money hungry brat. I honestly thought you were referencing Fable 3, mainly because of that top hat. Still, I think I saw the Lorax, but never finished the movie, so I never got to the song. .3.
