Well it's funny, because Penny is kinda both Zoya's adopted sister and step sister, cause Eli adopted her before Eli and Ceres became mates xD
And Ophelia is Po's half aunt technically.
Even if it wasn't documented, they've probably met before. Penelope tried to sneak as much time as she could in-between healer training to spend with her brother and sister. And Ophelia probably looked after her relatives a couple times, and was in the nursery a lot because of Claire. So even if they weren't close, they are probably aware of each other. We can build from there.
Ophelia wants to be active in looking after her family now that she's back, and with so many of her family gone Penny would want to do the same. Both are pretty easy to get along with, but Penelope is sensitive and somewhat... odd at times xD
