There are many ways you can. There's programs like flash and fire alpaca that allow animation within the program. There's also using movie maker. You upload the frames, put the time it shows up, and then you have your animation. If you want a gif, I suggest using fire alpaca, its free. You can search a video on how to make animations on fire alpaca
