I got annoyed because Cicero's eyebrows aren't normally that thick at all :c
I prefer the old design of Sheogorath from the last game if I'm honest, but hey! Madness is madness, so what's not to like.

i find it funny, but according to a particular book in oblivion the demented and mad were considered children of Sheogorath. to top that off Cicero is the son of Sithis and the Dread Mother. for someone who hasn't much family over the years he unknowingly had more than most.
