okayyy. lets first of say that if you havent already noticed... i have art block. i'm TRYING to fix that... but... it's just hard. :\But anyways, for all that dont know, this is Soul. (im clever with my names, i know.) it's not the red eyed demon wolf, it's a Kryptis.

I usually just smudge dark and light colors around the corners of the eyes and it leads into the main color...

i suggest to use paint tool SAI. it's reallyyy easy and is amazingly easy, trust me.

ohh no! you can keep the eye. 
to critique it... i'd say it would have the "glow effect" if you made the back ground pure black. make little circles of colors, then use the blur not directly ON the colorful circles, but gently around it. that will give it a glowing look.
obviously nothing glows when it's... really bright outside, or if the paper is white.
but once you start figuring that out, and want to do more serious drawings instead of test sketches, heres a trick for you can do to really show how bright this glow is, or how dull it is.
lets say you're in your room with a dull blue light, alright? obviously if it was hanging on a string onto the roof, it would look like a creepy floating ball of light. now if you placed that light closer to objects, the light will light the object blue, and not too bright that it would light up the whole room hehe. depending on how strong you want your glow to be, you have to make the light hit other obstacles, like for example [link] (the drawing is bad, but dont critique it from that) if you can tell, i made the cats glow like a flash light, and as you can see, i made the light hit parts of its muzzle, best example is this [link]
that gives you the basic, the closer the light is to an object, it lights it up. so when you're going to go into serious glowing object stuff... use that skill.
