She was created for TV because Johnny Storm/Human Torch was unavailable due to licensing. She was later introduced to the comics.

Firestar debuted on 1981 on that Spider-Man cartoon, then officially debuted on the comics on 1985.

Starfire debuted on the 1980.

Speaking of Spider-Man and his Amazing Friends. There was an episode where Iceman and her were in side by side rooms and tried to kill each other, she lost. That wouldn't fly today.

Not really.  She is a mutant who can control fire, where Starfire is an alien princess whose main power is starbolts.

Very likely, you can have a rippoff without being exactly the same, it's... kind of how you get away with a rip-off! Especially when theres a change that grandma will confuse Timmy's favorite character's name and but him the wrong comic!
Starfire DID com first and back them marvel and dc copied each other quite the bit!

That is true, especially with Hawkeye being a copy of Green Arrow, Mr. Fantastic being a copy of Plastic Man, and so on.

But then again, I am not that big a comic book geek, so I don't know the entire history
