[link]Shinji Miyazaki, person who had composed music for Pokémon anime have said that this is his favourite track from Pokémon because it's never replaced from dub.
BULLSHIT.
I just recently saw episode Bulbasaur... the Ambassador! in Japanese and this track plays there. But what about the English dub? No, it was replaced with instrumental version of You Can Do It [link]
THAT SUCKS.
This plays also in the episode Gotta Catch Ya Later! in Japanese, and it's not heard in the English dub.

And by the way, the song Tears after the cloudy weather plays in the first episode of Pokemon. It also plays in "Bye Bye Butterfree, "Sparks Fly With Magnemite", and "Snow Way Out".
