Yes, it's Charlie, with a more natural haircolor! And she's REPRESENTIN' FOR FILIPINOS! (And Dutch people. XD) Charlie's look is inspired by the prettiest and nicest model in the Philippines (and the possibly the world), Alodia Gosiengfiao !I could see this being some kind of dual-patriotic CD cover. I think it's fun how the Filipino flag and the Netherlands flag are the same colors. Actually, a LOT of flags are red, white and blue.
I started drawing this around 8pm and stayed up til 5:30 am to finish it. It went through a LOOOOOOOOOT of tweaking. I should make a video.
P.S. The words underneath her say 'Charlotte" (her signature) and then "Two Worlds" in both Tagalog and Dutch.

The flag she's wearing is more based on the Philippine flag, actually. But it's meant to remind you of BOTH flags, because she's half Dutch, half Filipina. xD

Well, she's a character in a comic I'm working on (it's still in the concept stage, which is why I'm churning out all these illustrations) but it is actually a superhero comic. Charlie's not the superhero though, even if she does go on to become a very influential popstar/role model. XD You can see the other concept art here:

Oh man, I've been wanting to see her with her natural hair for a while (AS YOU KNOW) and she looks so pretty! And the composition of this picture is so great. I like that the background is so vibrant and loud, it fits Charlie and she holds her own against it really well. The coloring on her hair and skin is amazing! And her expression is so great. And her hands look wonderful, too. Have you been practising?

Yeah, that's why I drew her with natural hair! It's a nice change. She looks like a totally different person, though. XD I think I'll get more used to it when I draw her with all sorts of crazy hair.
I had a lot of trouble with the background. It was originally going to be the Philippine/Dutch flag, but that looked terrible and boring. I liked how it ended up having a retro, trippy kind of look to it. I think I'm sensine a trend in my Charlie album art, lol. I like trippy retro. <3 If Gaga can make the 80's seem modern, maybe Charlie should reclaim the 60's-70's. XD[link] ">

Whoah, really?? That's AWESOME. You could totally help me with character research, then. I don't have a ton of Filipina friends, and none of them speak Dutch. (Although a lot of them are lesbian/bi. I'm starting to wonder if this is a Filipina thing. If it is, maybe I wanna move to the Philippines. XD)

I saw the preview thumbnail, and I thought she was dressed up as Wonder Woman

The coloring here is totally gorgeous, especially in the hair! I like how in-your-face the whole image is; it's really eyecatching, and reminds me a bit of propaganda posters (which I love, artistically). While the overall effect is cohesive, I think the brightness/patterns of the background detracts from Charlie a little bit--it all depends on what you want the focus of this piece to be, but I think you've done brilliant enough work on Charlie for her to speak for herself. Maybe if the background was slightly dimmer, it would be a little less distracting from her figure. Overall though, I'm enjoying this image.
