These characters remind me of Dexter's Lab.
I heard the keyboardist of PSB likes Dexter's Lab or some cartoons, so I think he wanted the jacket art be "Dexter"like.
Oh you haven't. According to his website, Chip Wass did some works related to Cartoon Network or Nickelodeon.
Although I didn't know his name until I bought this CD...
