This is a fantastic HDR image. We are a new group devoted to the new art of High Dynamic Range, we will be having HDR contests.

it's developed using HDR technology...search for that in "wikipedia" and "flickr groups" and you'll get lots of toturials on how to create such images 
Programs used: Photomatix (for developing the HDR) and Photoshop CS2 (for color/contrast/curve enhancements)
