I know most others view this as something in reversed process, but there's still rightful point and purpose with this. The Reaper is bringing death towards the lack of life symbolism, there. So, in such a manner, he's being true towards his own nature. And, even if you want to take the comment a stage further, you could say that he's offering a meaning of balance in the area. With him riding the tricycle, that showcases a sign of life really beginning the journey towards full understanding. It houses the birds and, even, the clouds to say that the troubles in that particular area has reached it's death date. So, with troubles dying it allows for good times to really start living.
