More of an inside joke really, nothing to do with art style (since SU is a Western cartoon).

To explain the joke the best I can:

Paradox Real-Time Strategy games Europa Universalis and Victoria II have mechanics that allow the historically more underdeveloped countries of Asia, Africa, and the pre-Columbian Americas to completely redo their administration to compete against the western powers. The game mechanic makes it so that these underdeveloped countries have technology groups different from those of the European powers, which provide penalties. Each tech group is represented by a hat and a gear (Chinese tech was represented by a Ming-era helmet, Indian tech was represented by a Sikh Turban, Mesoamerican Tech was represented by a Jaguar-helmet, etc), and Western tech was represented by a silly tricorne hat. Successful westernization replaced your tech group's hat with the tricorne hat. So, the joke was that when a nation "Westernized", there was just an influx of European hats, and that if you ever want to be Western, you just wear a black hat.
