So (as promised) this is the step-by-step of "Young Natalie Portman" youlookpale.deviantart.com/artβ¦I've added a few annotations about what I did. It's not a real tutorial, but I hope it is helpful.
edit:
I rewrote some parts of the documentation and added further information after revising this step-by-step today. I used Photoshop, a graphic tablet and a simple round shaped brush with opacity set to 80% to create the painting... and a photographic reference of course.

Well, I started with that 3 colors on the right. And although several colors were added in the process of painting, almost all of them were just various shades of that first three colors. Except for the color of the eyes, the lips etc.
