no effect. it's called depth of field. this is what happens when the focus is on something in the foreground and the background elements are situated quite far from the main subject. In this case there where other flowers in the background, and because they where out of focus, the lens made them look like they're just circles of light. Look up depth of field or bokeh on google, to see how it works.
