...for this one...none, I simply cut it out from a doujinshi page.
Microsoft Paint is enough for that.
But, when I work on images to change them, i.e. like this: yueshirosaki.deviantart.com/ar…
I use PhotoFiltre.
When I make a Gif-animation, I use it as well, for the images and to make it animated I use PhotoScape.
I also have Paint.Net, but I barely use it, it's somehow like the normal paint, but you have more functions.

for reference, the scans I took this from are from the Scanlation group, Eternal Dream.
