Really, it's actually really simple, duplicate the layer, and use the Gaussian blur filter at a lower radius!

This is quite an interesting piece. I love the swirls, and the way the model is looking out at the viewer... it's almost like she has some kind of magic, and she knows how to use it. Very well done!
