This one needs some explainin'...As awful as it may sound, there was a period when some Japanese girls, especially "ko-gal" would casually "trade" sex for money (which of course is totaly illegal), without a sense of much guilt or shame. As far as they were concerned, it was a fair and mutual deal...they want money, men offer a "help." And it was called "Enjo-Kosai (compensated dating)." Creepy, but true.
So this comic was a joke using that, and that's why Draco's in a typical Japanese "ko-gal" outfit.

Wonderfully drawn as always. But *sigh* I wish that problem would go away. My sister has just got back from a year studying in Kyoto and she was offered 'help' several times. She said it really scared her and that the men seemed unused to being told no, so they kept pushing her until she went all 'Western' on their asses.

That's actually pretty interesting: your Japanese "ko-gal" is exactly like our American "call-girl", or prostitute. They even sound similar (assuming my Japanese pronounciation is correct, which it might not be).
Also, I LOOOOOVVVVVE Draco's "ko-gal" outfit! If it didn't imply being a whore and if the skirt was longer, I would actually consider wearing it. But Draco looks freaking adorable in it!
