Because of how bored a lot of proletarians have become with their lives of fully-automated prosperity, these members of the new katoikidia, aka the "petit aristocracy," decide to liven up their lives by coming down from Sun City and all but LARPing in Lower Medine, imagining themselves on the other side of the walls once more.

These bohemians love the distinctly Orwellian "sovietpunk" atmosphere of Lower Medine. Plus there's the opportunity they have to mingle with what's left of the old rulers of the world, now tossed into the trash and left to rot.

If nothing else, there's a lot of urban exploration you can do. Despite the dilapidation, the buildings are still well-built.

A few true believers, like the Red Youth Brigade and the River Blue, do set up camp in Walpurgis in order to harass the Medine Soviet. Because they're proletarians, there's nothing the Medine Soviet is allowed to do about them, so you see River Blue cyberpunks taking out Sozvolk droids and taking control of surveillance apparatuses, as well as forming collective housing projects out of the abandoned buildings. It's like one giant parody of a cyberpunk dystopia, playing out in real time.

Medine is a prison island roughly the size of Hong Kong constructed in the 2030s in the English Channel by a Fascist Britain to house undesirables, but when the fascist government fell, it fell into disrepair. Lower Medine looks like a supersized Hashima Island, with its dilapidated buildings and Brutalist architecture. Upper Medine, on the other hand, remained well-maintained for residential and business interests.

After the Eurasian Revolutions, it was used by the Maquis Rouge to house political enemies, class enemies, and general workers, with the proletarians being the highest caste on the island. Medine is a pseudo-police state. It is very heavily surveilled by drones, cameras, spies, and robots, but this only applies to class enemies, of which there are extremely few left on the island.

There are six districts on Medine: Walpurgis, Duryset, Southside, Elysian Fields, Underlondon, and Sun City.
Walpurgis, Duryset, Southside, and Elysian Fields comprise Lower Medine.
Underlondon and Sun City comprise Upper Medine.
