Tools: Takamin (JAVA) Oekaki-chat / Photoshop
I am using.
First of all, the whole is drawn with Takamin(JAVA) Oekaki-chat.
And, Photoshop is used for including a detailed drawing and the adjustment and the chroma, etc.
In particular, it does not use special tools.
