Well he can use Shigan, but I'm not 120% certain that the blackened arm thing is an extension of Tekkai. I'll just go with Armament [Busoushoku] Haki for now.

Yeah he can likely use Tekkai but I'm saying it wasn't stated nor confirmed that the blackened fist/hardening his bamboo baton was Tekkai. I didn't say anything about Vergo being unable to use Tekkai.

he used haki on his bamboo stick and had he used tekia on his face in his fight with sanji but in his fights with law and smoker he used haki but it is incredible to see someone use cp9 techniques and haki the way he does

Like several other high-ranking Marines, Vergo has access to the Rokushiki martial arts style and has demonstrated the technique Shigan while fighting G-5 Marines at Punk Hazard.[6] He was also seen using Geppo to escape from Sanji and for midair travel through a hallway.[11]. He withstood being smashed through a wall by Sanji, prompting the latter to compare his body to an "iron mass" implying he may have been using Tekkai to resist the blow, though this is unconfirmed.
It was stated that all vice admirals possess Haki,[12] so Vergo can also use the ability. So far, Vergo has been seen using Busoushoku Haki to harden his body parts and any object he wields; in his case, a bamboo stick.[13] The ability was demonstrated defensively when he blocked Tashigi's sword with just his arm. Sanji describes this ability like a mass of iron, thus making Vergo's body very durable to attacks. He can also utilize it onto his bare limbs to enhance his strikes.[14] His ability is what earned him the epithet "Demon Bamboo".[3]

What I was getting is that the blackened arm thing was likely Haki rather than Tekkai -- that's it. So far the One Piece wiki you're quoting seems to agree with me on that.

I don't doubt that Vergo can likely use Tekkai or even Haki enhance it to give Sanji some trouble but Smoker can use the blackened fist thing too, which MAY be similar to Luffy's Haki reinforcement when he uses Elephant Gun or Atama Buso.
