The colors and blurriness and static, I love it, and I want to know how you achieved that effect!

i did it in photoshop!
I use the noise filter to add noise (lmao)
and just made two duplicate layers of the bottom text then changed their colour settings (crtl + j for short)
and just kinda messed around and moved them left/right depending on what i wanted! and then merged the entire image together and duplicated that image, then i did a light Gaussian blur and lowered the opacity on the blurred layer!
