Here's a couple of things that blondie and charolette might have done something to attract the local authorities:
1. Acts of underage abuse : I'm not sure if blondie may have sex with a couple of younger nightguards without asking how old are you
2. Alcohol abuse : blondie has always been a heavy drinker hasn't she my guess is she either bought a lot from liquor stores or stole from bars
3. Drug trafficking: charolette may have a lot of her drugs to sell but can never be transported due to DEA agents covering traffickers from drugs so she used blondie to help her transport them to an unknown dealer making billions of dollars to provide for her sister daisy
4: Domestic violence: i dunno if charolette or blondie may have major violence in the past ( more details required to know more )
5: Acts of thefts: blondie may have stolen a lot of stuff in the past but the biggest thing she stole that attracted so much attention is that giant military plane ( in witch case was the E-3 sentry)
6: running a restaurant without a license? : my biggest confusion is that how did blondie and charolette managed to run a restaurant without a license approval did she ever gotten one before or fail to get one
