Description
I made this flag for the countries in the Divine Runes universe, which is the region of Kanto. My story for it is that after China and Korea made an agreement to annex one half of Japan each:

Korea: Hokkaido, Tohoku, and Chubu

China: Kansai, Chugoku, Shikoku, and Kyushu

leaving only the Kanto region for the Japanese after the Korean-Japanese War in 2046.

In this story, the flag was made in 2167 by Yukihiro Takahashi to reflect the new socialist policies: The white cog over a dark blue background makes an allusion for a solar eclipse as a reminder for Japan's defeat by the North-unified Korea and China. The red stripe with white ribbons represents the blood shed over the war and the Japanese remnant of Kanto.
