Well get a wacom tablet, (graphire's are cheap and are great for starting up) get some good software (Photoshop is too expensive to buy but Open Canvas is affordable and great.) to paint and make sure it supports layers. Other than that I think you saw the tutorial I posted about how I paint which again isn't the best way but gets the job done.

Well I got the Photoshop CS2 for doing a tatoo for a guy and I'm working with it now, looking at different tutorials (yours included) To try and find the best way for me to do it. I have up some of the experiments in working with it. But i'm getting better with each step lol

I sadly couldn't find one of the videos I saw that was very very useful in terms of how you could approach painting a character if you knew how to work with Photoshop tools. You didn't even need a tablet for that one, everything was done with the mouse. Basically you selected the areas and used the gradient tool until you achieved the desired result.
One thing that you shouldn't avoid is using textures. I've seen people use skin textures to give the characters more realism. I haven't tried that but I will eventually. Do search for Digital Painting Tutorials. Those are more advanced than coloring tutorials and will probably throw you off your seat (I know it throws me off every time) since they require an immense amount of skill and experience. Most of those however are not done in Photoshop since Painter is a better software for that kind of thing.
