How do you achieve that "dream-like" look in your illustrations?

Yes, it has a sort of blurry dreamy glow to it! Do you use a blur filter, or do you have a specific setting you use?

After I flatten my image I duplicate the layer and then add Gaussian blur from the filters. Then I lower the opacity until I get it to where I like it. Then flatten the image again.
