That's correct. During the episode "Too Young", once Finn and P.B. see that there is no way Lemongrab will leave by pranking alone, she says that she will need to be older again. she remarks that "being 13 is (word I don't know how to spell) while being 18 is..." (Cartoon Network, Too Young) this gives off the impression that she is or has been 18. During the episode "Mystery Train", at the beginning, Finn finds that he is blindfolded and remarks that he is "blind on his birthday" which, of course, means that he is turning to the next age. During the episode, it is established that Finn turns 13. Therefore, as far as the TV show has told us, Finn is 13 and Princess Bubblegum is 18

Because she's a new character introduced solely to be Finn's love interest, while Finn already have a thing for both Princess Bubblegum and Marceline.
