I think they go right side up when another monster does what Papyrus did, but...in my mind, Sans and Papyrus have a different kind of SOUL from other monsters

To be fair to you, Alphys's trick with the cell phone was able to turn your soul upside down, so presumably the same could be possible for monster souls.

They do. The main charaters (Paps,Sans,Undyne,ect) are boss monsters which means their souls stick around after death and I can only assume it also means they have special attacks since special attacks are mentioned alot by them

Actually, they are Bosses, NOT boss monsters. The Dreemurs are the only boss monsters shown I the game.
