I see Pacifica developing feelings first, and it's in a way that she at first thinks his bouts of intelligence and dorkiness are cringe-inducing but they start to endear her and so she becomes a bit tsundere towards him

I agree, I see Cif being aware of her crush first and being an adorably embarrassed lil goober around Dipper. I like to believe that Dipper would have conflicted feelings about Pacifica, but not fully realizing his developing crush until later after Mabel the matchmaker drops tons of hints
